Every assessment we carry out is overseen by a senior professional with experience in identifying unusual or complex issues, and our staff have both the credentials (P.Geo., P.Eng., Qualified Person) and the experience to engage effectively with regulators.  

If an assessment process identifies a problem, we can draw on a wide range of technical expertise from across RWDI to develop a mitigation strategy. For example, our experts in ventilation can advise on dealing with accumulated or migrating vapor. We excel in solving complex issues such as contamination from multiple sources or devising remedial action plans to address multiple contaminants.  

Yes, we support clients during litigation through investigative services, peer reviews, and providing expert witness testimony. We also help protect owners from possible future claims by investigating and documenting site conditions at specific points in time. For new owners, we can conduct internal due diligence investigations to determine past land use impacts and potential environmental risks. 

Ontario has been one of the leading provinces moving legislation forward regarding the management of on-Site and excess soil. Ontario Regulation 406/19 describes the province’s new rules for beneficial reuse of excess soils, which includes assessment of past uses, development of sampling and analysis plans, soil characterization and reporting, as well as the tracking of soil movement.

Specifically related to O. Reg. 406/19, we can support your project’s excess soil requirements:

  • Our Qualified Persons (QPs, as defined by O. Reg. 406/19), can assess the soil quality and provide the required source and/or destination site documentation.
  • Identifying an appropriate beneficial reuse in accordance with O. Reg. 406/19 and helping to streamline the registration and reporting requirements for those soils for transportation to the reuse sitehe movement of excess soil.
  • Develop a Fill Management Plan for Reuse Sites, Storage Depots or Soil Management Sites to ensure compliance with O. Reg. 406/19.

Phase One Environmental Site Assessments (ESAs) are used to determine whether the potential for an environmental problem exists at a site. They include a review of available historical documents for the site and surrounding properties, a thorough site reconnaissance to evaluate existing conditions, and interviews with knowledgeable site representatives and/or past owners.  

Phase Two ESAs build on the results of a Phase One ESA to confirm whether a problem exists at a site. They can include both nonintrusive and intrusive sampling programs to address potential contaminating activities (PCAs) noted within the Phase One ESA. Nonintrusive sampling is typically prescreening with electromagnetic or ground penetrating surveys. Intrusive sampling can include drilling, test pit advancement, and sampling of soil/groundwater/surface water/soil vapor, as appropriate. An analytical testing program is typically carried out to verify concentrations of contaminants of concern and compare them to regulatory criteria.
