Providing the noise, vibration, and air quality framework for a massive construction undertaking with many stakeholders
Sections C2 & C3 of Phase 1 of the UK’s new high-speed railway line, HS2, total 80km long and involve 15 viaducts, almost 7km of green tunnels, 22km of road diversions, 81 bridges, and the movement of 30 million cubic metres of spoil.

The Challenge
To perform their work, the contractor required a specialist team of noise, vibration, and air quality advisors. They turned to the experts at RWDI to provide technical consultancy on the project, a role that expanded into the installation, management, and maintenance of environmental monitoring systems as well.
Our Approach
As part of this ongoing project, we:
- Advise on compliance, construction noise and vibration commitments, stakeholder engagement issues, monitoring requirements, and other risk reduction aspects.
- Play an active role in strategy development and have prepared consent applications for numerous critical works packages, including extended working hours in highly sensitive areas.
- Lead detailed engagement with regulatory authorities, provide input for the preparation of assessments, and liaise with the beneficiaries of Special Case provision, including highly acoustically sensitive assets close to the works.
- Carry out detailed noise and vibration assessments.
- Act as an intermediary to develop processes for the management of noise.
- Provide key input to dust management strategies.
- Prepare monthly noise, vibration, and air quality monitoring reports.
- Assist in closing out noise complaints and developing mitigation strategies.
- Manage and maintain a fleet of over 80 noise, dust, and vibration monitors.
- Undertake supplementary attended surveys, including audits of the contractor’s use of Best Practicable Means (BPM).
- Provide additional unattended monitors to supplement the main fleet during periods of high sensitivity works.
The Outcome
RWDI’s advisory position on this project - and our regular monitoring and reporting efforts - are assisting the contractor with successfully maintaining a timely and effective construction schedule.
